Basement Suites Are Now a Permitted Use in Calgary

Secondary suites just got easier to add in Calgary. In 2026 City Council voted to repeal the citywide blanket rezoning and to list basement secondary suites as a permitted use. According to the City’s notice, the change took effect on August 4, 2026.

What changes

  • A secondary suite application is approved if the property meets the applicable zoning, building, fire and safety requirements.
  • A property cannot have both a secondary suite and a backyard suite.
  • Backyard suites cannot be built on properties with semi-detached homes.
  • The rules for backyard suites otherwise remain the same.

Why it matters

A legal suite can help with a mortgage payment and can add to what buyers look for in a home. CREB® wrote in September that secondary suites have been succeeding in the city.

The City’s Secondary Suite Incentive Program was reported to remain open until December 2026. Check the City’s pages for the current details and fees before you plan a project.

If you are buying a home with a suite, ask for proof that it is legal and permitted. Talk to your REALTOR® and lawyer before you rely on the rental income.
